I would not be comfortable leaving my 3 yo at a party by herself.
A family party with my mom or mil, no problem. But not a kid party.
I would tell the mom that you just don't have a babysitter for your little one.
ETA: can your mom or mil take the older one to the party?
That was what I originally said to her - that I had no one to watch my DD#2 (she has one about my DD#2's age). That was when she responded that I could leave her (although the original invite said that parents who were busy could leave their child).
It all worked out - I planned to write back to her - but my mom has a doctor's appointment that afternoon so she will split the time with DH during his lunch so I can go after all.

Only if my mom, mil or the godparents were there. There are some people that I completely trust my child to.
