WWYD? Abused dog

There is a black lab that is left without a collar to roam the streets all day everyday. The dog looked dehydrated and I saw his ribs ! He roams blocks away and I nearly hit him with my car last week. He took off and I followed him thinking he was a stray, he stopped in front of his house (4 blocks away) and a boy of about 15 came out the door, and when the dog saw him he took off again. (FEAR) I asked if that was his dog he said yes, shrugged his shoulders, I asked are your parents home, he said yes and closed the door and made no attempt to get the dog

At that point the neighbor comes out and says he lets his dog roam freely with no collar and its been going on for years and even tho many people tried talking to him nothing has changed BTW It was 90 degrees out !!!

So I call the ASPCA, animal shelters, my town (no collar) and finally Nassau abuse hotline, they sent out an inspector today. The inspector calls me and basically called me a liar! While pretty much interrogating me and being SO NASTY it was unbelievable.
He was disrespectful, rude and unprofessional, he told me repeatedly I had "no idea what abuse was and what I ALLEGEDLY witnessed was not the “penal code definition for abuse" I said really leaving your dog out in 90 degree weather day after day with no regard no water or food is not neglect? he said "look lady I don’t know what your looking for but I was called to interview I did the interview and found the dog on a leash and FINE! And in a loving home…I said LOVING the dog was found blocks away and they couldn’t bother to come to the door to get him and its been going on for YEARS. I mean if you know your dog has a tendency to jump the fence, wouldn’t you at least collar him???
He kept calling me “lady” and kept referring to his title and authority and saying I had no clue and overall his tone was $hitty.

So now what? I feel horrible about this poor pup. Since last week I spoke to other neighbors who said they have been reporting that house for years and nothing changes. That dog is in danger, and is suffering. Its hot and they leave no water for him!!! Its only a matter of time before a car strikes him, THEN will it meet his definition of abuse?? Is this “interviewer” the voice for these poor animials. I am sick over this. Really sick. Should I write a letter? Call someone else?

First of all, I am so sorry you were treated like that! WHo was that? What house did they visit?????? You are 100% right to say it's neglect and abuse.

I don't have any advice but I hope someone will. And I admire your determination....that dog needs you. HOW DISGUSTING AND AWFUL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

That kills me. I don't know what you can do that you haven't tried. I am shocked that you were treated so badly by the investigator too.

Can you maybe leave out water for the dog at least?

I'm sorry the investigator was a jerk!! It's a shame that when a nice person tries to do the right thing someone like that comes along and ruins it.

If I saw the dog running around again I would put him in my car and find him a new home. Probably not what anyone else here would recommend but in this situation that is exactly what I would do.

Wow..that is horrible. I would see if you could get the neighbors to start taking pictures & video taping so they have solid evidence. I had an incident with former neighbors, and on the day they checked it out, of course the dog was inside, instead of left outside...but I must say my animal control for my town was wonderful...I know the Suffolk SPCA is serious about abuse cases....they are all for getting convictions & jail time & tougher laws protecting animals. good luck!!

Ok I called the hot line.. They gave me a case number .. They also gave me the # to the town of oyster bay shelter and the spca.. I called the town and they said they were just there 2 days ago.. They will go out there again today to give them another warning.. OP if you see the dog roaming the street you should call the town immediately and they can give them a citation .. they cant do it if they dont see the dog out.. The hot line is going to follow up with me also and let me know wht they found out... Good Job.. Maybe they will find good home for this poor baby .. Or maybe they will treat the dog better.. I just hope they dont get ngry nd take it out on the dog

Ugh makes me so mad.. Just because he was in the "loving home" when they investigated doesn't mean they should stop there... especially if there have been multiple complaints. I would honestly call and speak to that persons manager or whoever you have to. Thats just not right

The house behind my parents had 2 dogs - they left them out in the backyard constantly - whether there was a horrible thunderstorm, snow, or 90 degrees. These dogs rarely had a water bowl out there for them and cried non stop. My parents reported it and the dogs were taken away etc. I dont see any differece than what that poor dog is going through, except he is wandering the streets.. which is actually more dangerous and neglectful.

You need to right a letter to the supervisor.
Next time you see the dog out, call the town shelter, they will do the pick up. Tell them who the doc belongs to.
