Advice needed about situation this morning (long, sorry)
This morning I was out walking my dog (Amber), and I noticed that the male husky who lives down the street was running around - but I saw his owner, walking their female husky, nearby, so we just went on our way and I tried not to be a distraction if they were trying to lure him home.
I should note that the male husky is often on a lead in front of their house and always wants to play with my dog when we walk by - always a friendly posture and they whine and cry trying to see each other, but the owners never come out so I can never let them play. I had never encountered the female, just knew they had her from the few times I have seen them on walks.
Sure enough the husky noticed us anyway and came running over. I wasn't too worried though and the owner followed. Amber was happy to see him and I was happy for her at first - she could finally meet him!
However when the owner came over with the female she growled, lunged and bit my dog -- not breaking the skin or anything, but causing her to yelp and leaving her neck covered in saliva. I was very upset and pulled Amber toward me. The owner at first insisted she was fine, but then when I was closely checking her he did ask to make sure she was okay.
Then he asked me if I could grab the male, since he kept coming over to Amber. Now I was hesitant since his female just BIT my dog, but I was able to grab his harness and he was a sweetie.
The owner then tied his harness to the leash he had the female on as well (putting them side by side, male on the inside) and apologized saying he's so bad and gets out once a week and he's terrible. No apology for the other dog BITING mine though...
I just said no problem and stayed kneeling, comforting my dog...then as they walked away he started KICKING the male husky as they walked, yelling at him for getting out... the poor thing would try to duck and cower but he was tied to the leash between the female and the owner and couldn't get away. He didn't cry out when he was kicked, but there was so much aggression and force in the kicks. I stood there crying. I was frozen - shocked by what I was seeing. He never looked back though.
My husband says there's nothing I should do. That the dog didn't cry out indicating it was really hard, and I just witnessed an angry owner reprimanding his dog and unless I see a pattern of it that I shouldn't call any authorities or anything.
Is he right? Do I just keep an eye on things? The male dog is ALWAYS outside, either on the lead in front or I can see him through the gate in the back, so I would be able to notice if he was ever injured.
I get so upset every time I think about it though. Any advice? Sorry so long.

Hmmm I'd keep an eye out for now. Really watch those dogs.

Thanks. I know that makes sense but I cry every time I think about seeing that dog get kicked this morning. Part of me wanted to say that if he didn't want him, I'd keep him.

I didnt expect to read this ... I cant believe he kicked the dog.. I want to kill the guy. How friggn DARE he do that .. I would have freaked out on him .. I dont think I could have controlled myself.. I would report him if I ever saw it again.. I would send him a letter as well .. Signed the "person who's dog your dog bit" And I would maybe explain if this is the way he is disciplining the dogs I can see why there may be an agression problem.. And the dog had no idea why he was getting kicked.. I am so mad reading this my stomach is twisted.

I was seriously stunned. I felt like he didn't realize I was still watching him or something. He kept telling the dog "You're gone!" too like he was going to get rid of him for running away. I feel like if he ever shows up near my house again (without the owner nearby) I could never walk him back home - not knowing the way he will be disciplined...
It's just hard because I live close enough to these people that I don't want to make it an issue unless I really and truly have to. Clearly they would know who made an anonymous call or sent a letter.
I am going to be keeping a close eye on these dogs now for sure. I'm so upset about it.

Well to me he is an f'in piece of garbage.. I dont blame you for not wanting to start anything.. Use your best judgement.. I am sure if you witness it again you will find what to do about it.. I just wish he knew he was being watched.. I dont even know what to say

The only reason I say to not do anything but watch yet is that there's no evidence. The dog isn't injured or hurt at all and I think it would look like she was crying wolf if they came out for nothing.
