Have you tried rewards? My DD has been trained for almost a year and still 'leaks' a little when she waits too long. She did it a few times at school last week, so this week, I told her if she got through all three days of school dry, I would take her to get her nails painted this weekend (her favorite big girl treat). It definitely worked this week. She did great! We've also done stickers and after a certain amount, she gets to pick a small prize.

IT may also be because they constantly keep them busy and he might be realizing too late.
I talked to the teachers at my DS's daycare and they made sure that they asked him more int he beginning and always made sure he peed before they went out to the playground.

Re: potty and preschool
We potty trained my daughter over labor day weekend and she started nursery school on 9/9. I told the teacher that she was very newly potty trained and asked her to ask my DD as much as possible if she has to go. Well, the first day 5 kids had accidents, her included. But, she has been fine since.
