I would call the district. When you live in a good district the quality of the schools keeps your home value high, class size is important. There are rules and people need to learn that they aren't an exception to the rule.
I can see this. I also get the whole myob thing too.
Sometimes people are allowed to be in the district. Like let's say your house is in contract and you already moved somewhere else… Sometimes you're allowed to ride out the rest of the year with the School's permission.
I also know of someone who lives in town away but goes to our school. It's a known thing. I'm assuming it's because of special needs services… Maybe they pay more for it or something or maybe they don't have to pay anything at all… I have no clue, it's not my business but it's not like the school doesn't know.
I've also heard of something where you could pay to go to a district if you're nearby but I'm not sure how true that is. Anyone know anything about that?

I would absolutely report them. My sister graduated third in her class, and missed out on being the Salutatorian because the girl who graduated second in their class was attending the district illegally. She was devastated. This girl actually lived in a better district but used her grandparents address to go to a slightly lesser district and get a better ranking. Well it worked, and only hurt people who were legally attending the district.
So while some people might think it's obnoxious to report them, I think it's even more obnoxious to actually do it. These kids might be better students, better athletes, better musicians, better drama students and will take the places in activities that legal students are entitled to earn.
Exactly. There are a lot of reasons to report this. It is a CRIME. If you saw someone stealing $18k each year for each child, even if it was going to benefit the child, wouldn't you report that? That's about what each student costs per year. The only way this abuse stops is if people stop minding their own business.

Grandparents are paying taxes and the people who actually live in the house would be entitled to go to school there. Not a relative using their address.
Paying school taxes is part of what you have to do to own a home. Some people will never use the schools because they do not have children and others will send their children to private school. Even for people that have children most people will be in the house after the children graduate and you still pay school taxes. That is part of home ownership.
Yes this too.. Just because you pay taxes and aren't using the school at the moment (or ever) doesn't entitle you to bring outside kids in to the district to take advantage of the taxes you are paying. I pay taxes for a LOT of things I don't get a benefit from. But that is life and part of living in this country.

Yes that is true in some cases. Your residential district could cross district you for services, if you are in contract for a house, the new district will let you enroll, some districts do let parents pay to go to their district if they do not live there. Those are all legal reasons to be in a different district and its is approved by the district you are attending.
This is not the case with the scenario I said in the op. They family in question just doesn't want to pay the money whether in rent or mortgage/taxes to live in my district so they are circumventing the system.

I understand. I know you know for a fact about the situation you're seeing. I just think in general, before people go reporting, they hopefully have the facts.
I don't blame you one bit for being upset though.

So I am actually an attorney for school districts. One of the things that I do is work with the schools on removing students that are not residents. Students attending schools that they are not residents in do effect the residents. Their education costs money and if the District spends money on them there is less for the real residents. In addition, if the DIstrict has to do an investigation to remove them it is very costly since surveillance is needed and that is not cheap.
Some of the people above also said not unless they are a bully, gang member, etc. Just remember just because they are no problem one minute does not mean they will not become a problem. It is not very easy to get rid of them even if they are a gang member.
I remember registering for a new school and they had me sign so much stuff. I was moving from another district. They even had something in there about how if they suspect you're falsely using an address and they suspect it,they will send a PI to literally follow you. And that it's costly and you'd be responsible for tons of fees or fines if you're caught.
I was doing the straight and narrow and doing everything legally but I was surprised at the lengths they go to (but I understand it).
I'm surprised people risk it, honestly.
School districts absolutely have people surveilled. But they can only do so much since it is expensive and they can only work on the people that they are aware of.

Childless tax payer here!!
Let the district know! I pay a TON in school taxes - I hope those funds are going to support students in my district.
My neighbor once informed me that they get free iPads in the 6th grade. I let her know that they are NOT free but paid for by tax paying residents within the district.
Absolutely tell the district.

What would you do if anything....
Call the school. They will investigate. They will determine if kids can use grandparents address.

Most of the time that sort of thing is funded by grants.
To the OP, I think you can go either way. I wouldn't feel terrible about reporting it but I may also just stay out of it. There are options if you're not happy with your district but lying shouldn't be one of them.

Re: What would you do if anything....
IMO if no one else in that house is going to school in that district whats the big deal that their grandkids use to go to school?
They have to pay taxes no matter what do why no let their grandkids go to the school?
Now if someone already is attending school in that house I would think its not right.
Either way I would MYOB though I would have better things to do then worry about who is supposed to be going to school vs who is not. My taxes go up every year me creating a big thing about one student is not changing that

Do you know how expensive one child can be for a school district. There are children who are special education children who are not educated in the District and instead attend an out of District placements. It is not unheard of for the out of district placement to cost the District well over $50,000.
Also, there are only limited places in programs or classes. The non resident child can be taking a spot away from someone who does reside in the District which is not right.
The law provides that the residency is where the children resides and not where the family thinks is the best school district and use an address of a family member if they do not have a child going to the school.

I get that it's not fair, but a lot of stuff isn't fair. I know tons of cases where people got something they weren't entitled to because they manipulated the system in some way..... It's a slippery slope in their case because the school, district can certainly catch up with them. Until then, I'd mind my own business 100%. This doesn't involve you.

There was someone my dh worked with who rented an apartment in the neighboring better SD so that his kid could go there.
It's interesting when you think about how they are essentially asking their kids to lie about such a huge aspect of their lives at such a young age.

So go to the district and talk about the problem. You don't just go rat a specific family out. Who knows their situation? A grandparent giving care after school? A divorce that left a single parent to have to rent somewhere else. Etc. It's shiitty

The districts know about the problem. They are wasting money on investigators that could better be spend on children that live in the district. What's ****** is the sense of entitlement if people that game the system. If the family isn't breaking the rules, the district won't take action.

I'm sorry, but what do you mean that it doesn't mean they won't become a problem? Anyone can theoretically "become a problem", but it certainly sounds like you're insinuating that it's more likely to happen if someone is from a lesser district. Get rid of them before they become problems?

The situation should not matter at all and nothing above is the reason she is doing it. She just wants them to go to a better district without paying the cost of living there.
I have a backstory with this woman that leads directly to me so I did not want it to look like I am covering for her. I wanted unbiased opinions which is what I have received, so thank you all that answered.
