Does a parent definitely have the right to do this because it is my understanding that in my district if you go to an accredited private K program and you are not testing below grade level you must move on to 1st grade. Parents can not elect to hold you back.
Not true. Many people do private K for a year and then go to public school K after that. Be mindful of ages though. Most people do what I mentioned above have children with birthdays before December so they would have started K as a 4 year old. By holding back they start at 5.
Kindergarten is not even mandated. You just have to be in school by the time you are 6 years old.
Super common in our neighborhood. We are even getting a "fives" preschool year (with a tuition) for the redshirted kids. I have mixed feelings about it... DS is over a year younger than many classmates... and he has a late summer birthday.

What I have seen is parents of sept, oct, nov birthdays have the child do Kindergarten in a private/catholic/Montessori school to "see how they are at the end of the year" and then make the decision whether to put them in Kindergarten or First the following year at the public school. This goes on a lot more than you probably realize where a child has done Kindergarten in a private or catholic school and then does Kindergarten AGAIN in the public school. Repeating Kindergarten IN the SAME public school - yes, it happens but it's more rare and a parent would need to fight for it. But, in the more affluent areas where money isn't an issue it's always done the other way. And I've yet to see a parent push them to first and not repeat Both of my kids went through Kindergarten with kids that then did Kindergarten again in the public school.
The kids who go to kindergarten in private school- their parents don't fight to get their kid into first grade in the public school? My DD is a December baby and if someone at the public elementary school told me that she had to repeat kindergarten after attending private school I wouldn't exactly say "ok" and fill out the registration form....I'd be a stark raving lunatic.
I think she meant the parents WANT them to do K again and do it that way on purpose so their child does K twice and gets what they perceive as an advantage over other kids.
There are people in my area that send their kids to private K (generally boys with b-days between 9/1 and 12/1 that make the cutoff but, they aren't sure whether to send them or not). The people who I know well that have done this ended up moving their kid to public school as a first grader and not having them repeat K.
ETA - I wish the cut off was the same nationwide to make things easier on people - with no workarounds. IDK - as someone born in September, it kills me to hear that kids born in the summer are too young for their grade.

This is what I did but I kept my son in private school. I don't understand why anyone who pay a couple of thousand with the intention of having their kid repeat a grade for an advantage. I'd use that money for a vacation or saving
