I would call BOCES. They have always helped with any certification question I had.

So many changes have been made with certifications since I began teaching that I have no idea!!

The Board of Regents added an additional year for those with time extensions, so I have an extra year to reach the 540 days of teaching time that I need for my Professional Certificate. I thought that I needed to be mentored, but I don't (thankfully).
