can you think of a reason for why someone would behave like this?

Short background: I handle the pr in the Americas for a global hotel brand. My manager has no pr experience, nor did the girl handling the pr in London (she's 22). This girl was hired for an entry level position but for reasons that i won't get into that were beyond her control, she ended up taking on more senior level responsibilities. She couldn't (understandably) handle them but wouldn't admit she needed help. She quit about a week ago and now me and my colleague in singapore are seeing how she f'ed up big time. It's seriously more than I ever could've imagined. Now all along, my manager had been protecting her.

Now she's gone and me and my colleague in Singapore are making sure to cc in our manager on every single email so she can see just how much this girl screwed up. My colleague and I were held at arms length since this mgr began and the irony is, we are the ones with the experience. We were frustrated for a very long time.

My mgr continues to protect/defend the girl that quit. This girl promised things to vendors that we don't have the budget for, made commitments without following proper procedure in order to honor them, didn't follow company procedure and was just incredibly careless. I can't for the life of me figure out why my mgr would continue to protect her. We aren't looking for an 'i told you so,' but defense is just ridiculous.

Why do you think my mgr could be acting like this?

Is your manager a male or female? I ask this because is it possible that there was a fling or something that would make the manager favor her?? That's the only thing I could think of.

female. they are 10 years apart and got friendly. (though me and my colleague in Singapore are also friendly w my mgr)

Maybe the manager is afraid she'll lose her job for letting this girl run off on her own without proper supervision so now she's trying to cover it up as much as she can?

My thoughts exactly!
A worker can only be as good as its supervisor. Seems like your supervisor took in this mess and now is trying to un-bury themselves from it. A little too late!
