Wow, guess I should have done my research. We are planning to go in October too and I had NO IDEA I should have been booking meals already .

I think it depends on which characters the kids like. I would say my DS's favorite was Hollywood and Vine, because at the time, he loved Handy Manny and Agent Oso. I thought the food was the best (of the places we ate at) at the breakfast at Ohana at the Polynesian. He didn't know Lilo and Stitch, but Pluto is one of his favorite characters, so he loved seeing Mickey and Pluto at that one.
He also loved Crystal Palace because of the characters. I have eaten at Garden Grill twice and thought the food was pretty good and you see a lot more of the characters than other places. And you can have a glass of wine after a long day ;)
One tip I got from my travel agent - if you are going to Mickey's halloween party, you only need the halloween ticket to get in, not the regular park ticket, and in the past, they let people start coming in at 4 pm, which is earlier than what it says on the ticket. So, we spent the afternoon at the hotel pool, ate lunch, hung around, and then got to MK at 4 pm. That way, we didn't burn one day of our park tickets, just used the Halloween party ticket for that day.

Do you know what happens if it rains during the Halloween party? Can you get a refund?

I am not sure you can get a refund. We didn't buy that ticket in advance, we waited until we arrived and got them at that time (after we checked the weather). We went the week of Columbus day and it was like a monsoon the day we arrived. We went to MK the next day, while it was still raining, but it cleared up. The rest of the week was nice, I think we did the Halloween party that Thursday. They don't have it every night, though, it's scheduled for certain days.

It rained the day of our tickets but stopped before we got to the park.. but it was rain or shine when I asked
ETA: you can book your dining 6m in advance. Some places book so fast you got to start early. I called 2 days past the 1st availabe day and was not able to get "Be our Guest" Beast castle for dinner :( Booked solid.
I book my trip 9m out and dinners 6m out

We did Tusker House, and while the food was really good and the characters were good...I was so disappointed that the dining room was grubby and nothing special at all.

We did Chef Mickey, Tusker House, Crystal Palace, and Hollywood and Vine.
They were all GREAT!
I was personally really glad we got to do the Hollywood and vine because my kids love little einsteins, oso and jake.

We booked our trip only about 5 weeks before we went.. When we first booked, we had only one or two character meals, but we kept watching and reservations opened up. We got at least one of our reservations the night before! If you don't find what you want, keep checking!

Really depends on the characters your kids are into and the ages of the kids...
Chef Mickey ( I prefer their breakfast) - is great for a first visit to get the basic characters. We had fun both times we went there.
Tusker House is great. (I have only done lunch.)
Cape Maye (I think in Beach club) was so nice and relaxed for breakfast and had a bunch of the Mickey gang.
The Epcot princess breakfast is great I hear (1900 Fare of something like that). I didn't go but my nieces did.
Ohana was so much fun for breakfast esp since my kids love stitch. Never got to do dinner there always books fast.
I went to Garden Grove for characters on a seafood night - and it was very good too.
Hollywood and Vine - always fun - I have only did lunch there and it was good. I hear dinner isn't that great. The one I hate the most is Crystal Palace....been for dinner and lunch and both time the food was the worst place I have eaten at. But only great place to see Pooh and gang but I always felt rushed.
