like, i dont give them to her everyday.. just as needed.. its like she is getting no relief if i stop them all together.. she just goes back to the licking and biting.. 
Prednizone is a steroid and it doesn't work if you only give it to them once in a while. And when you do give it to them, they need to be weaned off of it bc it is a strong drug. So if you're giving a full tab to your dog 1 time a day for a week, you need to slowly work your way down to not giving it to her at all.

very very important fact.. he must be weaned off.. I am sure your vet wil tell you this

i am notebooking this thread and writing down everything that i can at least try to do on our own..
like the shampoo and dog food..
