does anyone know if an FSA would reimburse me for medical payments to a specialist that is not covered under my medical?

if it's a licensed medical doctor for a non-cosmetic issue, probably yes. For example, if your plan doesn't cover orthodontia, you can visit an orthodontist and have orthodontic services that aren't covered by your plan and submit the expenses to your FSA.

Yes. FSA's even cover OTC medicine and its pre-tax money that is put in the FSA.
