My kids don't have a godmother, but neither of their godfathers is a "practicing Catholic"... who would know? They have their sacraments but nobody asked if they're religious or not.

Different churches have different requirements. I had to provide proof that I was baptized and received communion and confirmation. I also had to bring a letter from my parish.
I don't know if people would say that I'm a practicing Catholic; I feel that I am. I may not practice it as others want.
I'm sorry you're finding this situation frustrating. While I do think the Roman Catholic Church needs to change some of its way, I do not think it is wrong, bad, etc., to have requirements for godparents.
