They totally measured you wrong. 
They have to fix the problem since it is their mistake. That gap is too big.

Go back to the store where you bought it and try it on there. Let them help you put it on so they can see for themselves. I can't imagine how an 8 would be too small on you! I think its so odd that it fits so well every where else but the boob 
I would try to stick to the place where you bought it b.c if a tailor touches it and its still not right, you're basically screwed!

God what a gorgeous dress. If you bring it to a seamstress they should be able to let it out for you. For my wedding, one of my BM ordered about two sizes too small and they let it out for her.
