I find it odd that the police said that. About a month ago a girl with some road rage as Iwas waiting for a parking spot was p*ssed that she had to wait behind to get the spot got out of her car and punched my car door leaving 4 knuckle dents in my car. She took off but I gave her plate to the cops and she was arrested and charged with criminal miscief.
Follow up with that but most of all

What the cops told her was correct--your case was a little different. Since the lady got out of her car and physically caused damage to yours on her own, it classifies as criminal mischief. In the Gerty's case, the person pushed a cart into her car, she herself did not physically cause the damage herself. So often its about intent and the cause of action in cases like this.
So sorry you're dealing with this Gerty--but I agree that you should give your insurance the information of the person who hit you as well as the eye witness account.

Uuughhh I am so sorry that you went through that. I went through something similar in Costcos about a month ago, the paint came off my car and everything. Of course whoever did it, left and when I contacted the manager and they told me that there was nothing that could be done. To contact my insurance

Don't even bother with insurance. Sue the owner of the car in small claims. That's what I would do.

Do you have enough info to locate her information? If you do, I'd definitely sue her in small claims, and pick one that's inconvenient to her home. If she doesn't show up, she defaults, and if she does show up, you can confront her by using the process against her. Reckoning either way!

don't the signs in the parking lot say to return the cart to keep the costs down for the store?
I would speak to the Manager at Target and ask them to pay for it- they must have insurace for that right??????
Gerty, I might try this route as well. Someone I know got money from a Pathmark store for damage to her car from a shopping cart hitting it a few years ago.
