Wow, I should do that for my tuition. It never dawned on me to ask others to put ME through college. Instead, I use these things called STUDENT LOANS. I guess he never heard of them but if you see him again you should tell him that he can get his 15 grand that way! It works wonders.
It doesn't sound like he is asking people to put him through school-he is working to put himself through school by selling magazines to earn money. If he is legit, I have no problem with this-as someone who is still paying student loans, if you can reduce the amount you need a loan for by working, I think that is a good idea and I wouldn't begrudge anyone for it.
However-if something didn't feel right then the OP did the right thing by calling the police. Like others said, the worst that will happen is the cops will ask him who he is and what he is doing. Plus, there's a rule against it in the town and he should be made aware of it. So many of these things turn out to be a scam and in some cases people get hurt. Better to be cautious.

I had a guy come to my house and try and sell me something like that, I think it had something to do with the environment. He wanted money and had a "list" of people in the neighborhood that donated. He TRIED to walk in my house. DH was home, but in the back of the house. I told him I was putting the baby to bed and didn't have time for this. He was like, "it will just take a minute." I literally shut the door in his face.
How could anyone think it's ok to walk in my house like that?? I didn't invite him in. I hate when people try to sell stuff.

Just to clarify, I did not call the police, I called public safety that came and checked him out. I did not think it warranted a call to the police.
