I was one of those single people who couldn't stand loud children at restaurants. I totally understand.

That one persons dining experience is more important than someone else's with children is. Children make noise, they always have. I dont get it. I think people need to get over themselves.
I dont know, kids will be kids, and their noise level does not bother me. I am not that uptight, to care what noise is coming out of a small child.
I would also bet that MOST parents do not need to be told to take care of their screaming child or take them outside for a moment.
For the most part I agree with you, but I'm also constantly amazed at how little consideration some parents have for others. I have been at a restaurant on more than one occasion (though one sticks out in particular) where a parent was completely ignoring that screaming child - and by screaming, I mean blood-curdling, nonstop screaming - it was awful, you couldn't escape it and she was doing absolutely nothing. I try to have a lot of empathy for parents, but you have to actually parent your kids too. Maybe a restaurant isn't the right setting for certain methods of discipline or certain power struggles. I'd take my kid out and after at least half an hour, management had to say something to this woman. Granted, this is an extreme situation and maybe rules shouldn't be made to deal with extreme situations, but often they are... I don't think the restaurant owner just put this up to be mean - maybe this used to happen a lot there.
ETA: I read your other posts as well re: line-drawing and I do see that point, and I know you're done talking about this (didn't see until after I posted, otherwise, I would've respected that and not engaged you in my quote above), but for the others still participating in the thread, my instinct tells me that a rambunctious or excited child that occasionally squeals is not the target here and that the restaurant likely had some incidents involving children and that's why they were singled out. For all we know, this sign might've been directed at a couple of repeat offenders who live in the neighborhood and who did let their kids run amok in the place. Maybe someone should call the restaurant to get the inside scooop!

I don't see a problem with it BUT I also would have loved the same place to ban abnoxious adults who speak too loud so their entire conversation is that important that the whole restaurant gets to hear it, or the abnoxious person on the cell phone. Those are JUST AS annoying to me.
I don't know about this place but plenty of restaurants have no cell phone signs around.

People (and I mean the ADULTS) are rude no matter if you have a screaming kid or not
DH and I went to a FAMILY diner in New Paltz during the afternoon and my 3 year old went to a woman sitting adjacent to us us and said "Hello"--when she didnt respond he said "hello" again
Then the dumb bbeeaattcchhh looks him in the face and says "You are RUDE!"
i dont need to explain what I did next................
Maybe she was praying.
I must be really strict because I never allowed my son to approach strangers. Times have changed, huh?

I wouldnt call this approaching a stranger....it was a hello to a person sitting next to us
and she wasnt praying

If there is a restaurant of 20 tables and 1 of them is with a screaming child that won't stop why should the 95% of tables endure the screaming?
Its not like the parents can't enjoy the food, either 1 - get a babysitter, or 2- get take out...... if your child won't stop screaming in the place then *hello* they aren't enjoying being there, and I doubt the parents enjoy listening to the child screaming too.
now ifs a kids place like Friendly's we give him longer to calm down in the restaurant, but if its a place like Milleridge we are out the door faster.
