while it might be annoying to hear, I don't think it would go very far in a court of law....I would probably leave it alone unless it gets worse.

I don't think it's abuse. I do think it's sad. Sounds like the mom is having a hard time. Did she lose her DH fairly recently? Or maybe one or both of the kids are acting out?

It's horrible and it would really upset me to hear her yelling/talking to her kids that way, but I don't think it would qualify as abuse in terms of calling the hotline...though I'm not sure 100%

ITA with this.
Honestly, my SMIL sometimes talks to my teenage SILs and BIL this way and it does upset me and she gets very embarrassed, but she would do ANYTHING and EVERYTHING for her kids.

Other than continuing to complain to the landlord, there really is nothing you can do about her behavior. Even though your DH is a teacher, his mandated reporting responsibilities end at his school. If you really believe those children are in danger however, you can always make an anonymous report and let the authorities decide.
Good luck with whatever you decide

Not sure about the husband.
The kids are angels when the mother isn't here. We don't hear a peep out of them. It's only when the three are together. I'm not there, so I can't answer specifically.

That isn't correct. He is state mandated.
I really don't know what to do, I guess we are both just horrified that a parent would speak to their children this way. TY for all your quick and helpful responses.

It sounds like a very unpleasant situation for the children, but if he called the NYS central registry to report it as abuse, with no other evidence, they would not accept the case.

I don't consider cursing abuse per se. As she did not insult them personally. Like..You are eff fat. Now that's abuse.
Bad parenting... probably!

Re: Serious question... is it child abuse when....
I missed the post, but my feeling is that none of us are qualified to judge a case of child abuse. That's why CPS is there.
Call them & explain whatever you heard. If it's warranted, they'll check into it - and they will not say who called. Leave it to the experts to figure out.
