The REA said this is as low as he'll go - "end of story"
Keep looking then. Remeber this house and check it out periodically. You can see if the price drops and then can reconsider you offer - or if you are looking for awhile and nothing else appeals to you and this house is still on the market you can reconsider.
How long has this house been listed?

If it's meant to be...I fully agree with that statement.
We put a bid in a house and they wanted $25K more..we were at our highest and couldn't go higher. The realtor was a total **** and didn't want to even present our offer.
We got a better house for the right money.
