A tip I learned from HGTV.
To make sure the paint of your stripes doesn't "run" from one stripe to another under the tape, paint your 1st color. Place the tape on the wall. Paint a clear glace on the seam. It will seal the seam. Let is dry. Then paint the stripe with the other color.

I would do stripes on the bottom.
Our DD's room has a white chair rail and two different colors. If you want to see pictures, they're in my album.

I think I may do the top due to the furniture issue and the fact that I want the stripes to be the focal point of the room
