Universal studios question

I'd like to take my then 6 yr old to universal for his bday in October. He meets the height requirements fine but my then 3 yr old daughter will not. How would that work w rides? Does universal have the ride sharing thing like disney does where DH can ride w DS while I wait with DD and then when they come back we switch and I can hop on too? Is there anything for my DD to do since she can't ride the rides or is it a complete waste? My DS loves Marvel so I know universal would be such a treat for him on his bday. I'm just concerned I'll be spending money on tickets for DD and she won't be able to do anything!

DS went at 3 & was able to go on a decent amount of rides. They do have ride share (the park was not great for my 2 yr old). Bring a bathing suit: they have great splash areas!
