what are the age/weight requirements for booster seats?
my daughter is 3 1/2 and the size of the average 4 1/2 year old. is she old/big enough to be in a booster?

I'm not 100% sure, but I think 40 lbs and she should be fine. My son is 3, over 40 lbs, but I still have him in his Britax Marathon because it goes up to 65 lbs.

Booster seats are recommended for children who are between the ages of 4 and 8, weigh over 40 pounds and under 4’9” tall. Most children in this age group are not big enough to fit into vehicle lap and shoulder belts properly without a booster seat. A booster seat helps the lap and shoulder belts fit properly by raising the child up to an adult’s sitting height.

I always lean on the side of caution with the minimum recommendations. A 5 point car seat is safer than a booster seat, so DC will be in their car seats until around 65 lbs or so (much longer than 4 years, 40 lbs and 4'9". That's just the minimum. I don't want the state minimums to dictate what I believe is the safest thing for my DC.)
