We use a regular tube floatie for when she wants to play.... no vest or arm bands b/c we want DD to learn to swim, not just float.

we used sterns classic vest. they hung out with us in the deep end without any worry!

A life jacket. i got it at Sports Authority. But, you could probably go to West Marine and get one. I am honestly not sure if they tag on mine said it was Coast Gaurd approved and that nags me a bit.

We use this Swimways Power Swimr, bought it on Amazon. It's not a life vest, but DS has been swimming independantly with it since last summer (he will be 3 in Sept). It's very similar to the "bubbles" they use at swim class.

yes the puddle jumper buckles in the back. DD can float on her own and lean forward to learn to swim, though the swimmies on it do restrict her arm movements, as do all swimmies. DD loves it so much! The lifeguards at my mother's pool always comment on how great it is.
