My mom planned & hosted and paid for the majority - my MIL insisted on contributing some.

I don't have a mom and my step mother didn't want me to have a shower (she felt it was unnecessary since I had an engagement party). My FMIL and 1 or 2 of my BM's stepped up and took care of everything. Eventually, my step mother was shamed into getting involved so I believe she footed 1/2 of the restaurant bill w/my MIL.
I would contact her mom and offer to help, not only w/planning but suggest covering the cost of the favors or something you are comfy with. See how her mom reacts and go from there.

My sister who was also my MOH but my mom and dad paid for a big chunk of the bill for the restaurant.

My Mom. The BP did the details (planning, menu, games, prizes) But my mom paid for it.
It just so happens my FH and father in law stayed for the party. My FIL paid for the bar bill without my mom knowing!

My mother in law, her mother and my sister in law mother hosted it, hubby's entire side of the family was there, only 2 members of my family came unfortunately but was still a great time and my MIL did a great job planning it.

Mine was hosted by my bridal party.
My sister's was also hosted by the bridal party.\
My friend's was hosted primarily by her mother and sister. The bridal party paid for some of the incidentals.

My parents hosted my bridal shower, my BP helped with decorating and opening of the gifts.
What your friend is suggesting sounds more like "instead of a typical CRAZY Bachelorette Party, maybe we can just do brunch and a spa day and call it a day". I would talk to your friend to just clarify what she is referring to. Try not to tell her about her mom planning a shower (it might be a surprise and plus I HATE when people involve the bride in their showers). Just ask her to clarify "when you said 10 close friends for brunch and a spa day, was that in lieu of your Bach Party or you don't want family at your bridal shower?" Then I would also offer a hand to her mom for the bridal shower.
