Would this offend you?
Maybe she doesn't feel comfortable having her son riding on the bus, and that's her way of being subtle about it as to not offend you. I wouldn't take it personally.

At 18mos old you wouldn't want to be within 2 miles of my DS if he didn't nap, so I wouldn't be offended. Every child is different.
I also agree with a PP that 18mos for the party bus is a bit young, and she might be concerned about the older kids.
I agree with this.
I would NOT put my 18 month olds on a party bus with older kids.
Her DS has been in the Fun Bus before and he's also almost the same size as my 3 year old. Lol so I don't think that's it.

Would not offend me at all. My 1st HAD to nap or it was a disaster. My 2nd is more flexible.
I actually think it's nice of her because she's letting you know not to pay for a spot on the bus for her kid. So you don't waste the money.

I wouldn't be offended. My gf called me and told me her son was sleeping in the car & she was sitting in the parking lot for my daughters party. Do I think it's a little ridiculous? Yes, but I'm not one that ever worked my day around my kids nap. I would have woken her up if the roles were reverse, but that's just me. Everyone is different. Its your childs birthday, i'm sure they will have a blast no matter who is there
