HMM I don't know what's worse MIL who doesn't change the poopy diaper at all or the one who does, but barely cleans the baby's privates and later when you decide to change your DC he/she stinks and still has stuff in there and the skin is red for a week bc it's burned from not being cleaned properly.

At first, when I read the title, I thought you meant if you were all together - I wouldn't expect them to change them if you're there....
But if they are watching your child, and the child has a dirty diaper - it's 100% their responsibility to change the baby! How selfish to leave a child in a dirty diaper!
I would be really annoyed...and I would say something next time they are around.

I would definitely say something like-you know you didn't change her the other day and she got a horrible diaper rash-she was in agony. Would you mind checking her diaper whne you are with her-shes very sensitive

Was your DH there? If so- as the parent, its his primary responsibility to care for his child. If not, then shame on your IL's.

Ugh- my IL's are guilty of this. They just REFUSE to change the diaper. If they watch DS for a few hours, they won't change it at all. If it is all day, they do it as minimally as possible and do not clean him up well at all.
needless to say, I rarely have them babysit. This makes me furious. They do this to my nieces and nephews when they make them too, and my SIL and BIL just accept it. I find it disgraceful and unacceptable
I am sorry you have to deal with it too
