Need some info regarding CPSE

My DD will be 4 next month and she used to receive EI services for speech. She also had a psych eval but they just felt that she was a little quirky and that there was nothing to really worry about. I still feel like she is very quirky and has some weird habits. She didn't qualify for CPSE and was discharged from services. I would like to go about having her evaluated again but I am not sure if I should go through CPSE again or use a developmental ped. I made an appointment for May with the DP but I heard horrible things about him. If I should go through CPSE instead, do I just call up the district again? I am only familiar with going through EI.
