more work/same pay situation
Long story short... I work in a small department and myself and my coworkers have taken on some additional responsibilities in the past few years to cover for another department that basically has not been doing their work. Our boss had assigned this task to us so that it could get done.... well now this department head came up with this plan to hire three people to do the work we have been taking on for the past few years and wants to offer them a nice stipend for doing it. I kind of feel slighted because we have been doing this job the entire time and were not offered any additional compensation. My coworker said she said something to our supervisor about this during our most recent annual review, and she sort of just brushed it off, saying "yes, I understand your frustration." Would you still say something in this situation knowing that it was already brought up but concerns weren't addressed?

I'm not exactly sure what you're looking for...do you want to keep doing the extra work but get paid to do it? Or are you happy to hand it over to someone new, but you want a "bonus" for having done it for those years?
It seems to me it's probably something you should've addressed the past few years, and it's too late to ask for more money for what you've already done. If you want to keep doing the work, it seems as if you'd likely have to keep doing it without a significant bump in pay.
