My DS's elementary school does allow food in school for class parties and birthdays. But the policy depends on the class.
In kindergarten, there were no allergies and you could really bring in whatever you wanted. I was the class mom and the teacher encouraged homemade treats, etc. Although the rule was always that we had one "treat" food at the parties and then one "healthy" snack (so maybe cupcakes and fruit cups... that type of thing).
In first and second grades, there are severe nut allergies in the classroom, so all birthday treats have to be approved in advance by the teacher (who consults the parents). As class mom, I have to clear everything with the allergy parents, and we stick to store bought items so there's no risk of cross-contamination.
I'm on the PTA and we do have food at events. We do a valentine's day cupcake sale, and while there's a nut free/allergy table, there are a ton of homemade cupcakes, brownies, etc. that the kids buy/eat. We have things like hot dogs/pretzels/cotton candy at our family fun day (which is a weekend event), pizza and ices at field day, we sell popcorn and candy at our movie nights, etc.
My sister teaches at a school in Suffolk county and she said there's a law that all food brought in must be prepackaged with ingredients labels. Homemade or unpackaged food is prohibited. My DS goes to school in Nassau so I had no idea!
Our school principal has talked about doing away with food for class parties, but it has never gotten off the ground or really become a serious discussion.
ETA - "Allergy class" in my son's school means that there are children with allergies in the class. Not that every child in the class has an allergy! So this year, my son is in one of the allergy classes and 2 kids in the class have nut allergies. Last year it was the same, just 2-3 kids.

I can't imagine they'd have enough children with allergies in one grade to make up an entire class.
Our classes are like 24-26 kids each.
It's not one class in our schools. It's a class that has a mix of ALL students in it, and some kids with food allergies. Then another class with a mix of ALL students, then some more kids with food allergies.
It's not like a special education self contained class with JUST food allergies.

Exactly.
I think there was confusion when someone said- 'the allergy class'- and meant that particualr class happened to have a child (or children) with allergies in it- not that the whole class was specifically and exclusively for children with allergies.
