We get it at our conference but I think it should be given out at least the day before. It gives parents time to process the information and come prepared for the meeting instead of being caught off guard the day of. It would be more productive to have a chance to look everything over before hand.
Thank you. I feel exactly the same way. I want to inquire why they do it this way but don't want to make waves.
I agree that there is no "cooling off" period by doing this. Some people may think of something to ask/say that they couldn't think of on-the-spot

we get them beforehand on the parent portal. There are no paper report cards.

It's just plain stupid to hand them out at the conference. Then they are setting the teachers up for a million phone calls and emails after their actual conference regarding things the parents didn't think to bring up during the conference and after reviewing the report card more in depth. Our conferences are like 10 minutes. Not enough time to review the entire report card and speak to the teacher, and get your thoughts together. What a dumb process.
Our elementary school always had conferences before they even got the report card. Even more dumb!

We don't receive paper report cards. They are posted on the parent portal about a week before the parent/teacher conference. I always print the report card and bring it with me to the conference. In my experience (which is only K, 1st and 2nd), the teacher will go over the report card and answer any questions I have about the report card or in general. The teacher will also give information about my child in regards to state testing, reading level, socialization and participation in class.

Same and to be honest i can't remember if i get them before or after.
Conferences for these low grades are super short, nothing too in depth
And same with the report card. Half the fields on it don't even apply. And the ones that do are just filled out with a 1, 2 or 3- meeting, exceeding , falling below etc.
I don't think about it too much to be honest.

After... we have our first conferences in November (Election Day), and we get the first trimester report card in early December (this Friday).
It doesn't really make sense in my mind to do it that way. I think it would be nice to discuss the report card with the teacher after we get it and review it.
However, I wouldn't want to wait to have the first conference until December. I would rather get a progress report earlier in the year, just in case there are things to be addressed. I mean, I assume any major issues would be addressed by contacting the parent, not waiting for the conference, but I think it's nice to have the first sit down with the teacher relatively early in the year.
We do also have optional conferences again in April (between the second and third report cards).

I already had a conference for one of my kids and report cards come out this Friday. During the conference the teacher showed me her report card quick, but I didn't get a good look at all the grades.
For my other daughter I have no conference scheduled yet, so I will get her report card before the conference.

Not necessarily a Long Island problem, but I know a lot of city schools have to do it during since that is the only way the parents will show up to the conferences. 
My son is in 6th and goes to a city school and we get them the day before. Some get them the week before. I have never heard of this before.
Yes, it must be a school based decision.

Conferences are set up throughout the month between the end of October and the end of November. We don’t get report cards until early December.

At the conference for my dd’s school.
But the school I work in has conferences about a week before the end of the marking period.
