I have an older dog with a seizure disorder, he falls/hits his head a lot in strange places (even at home) and is prone to accidents because he doesn't have total control anymore. We don't have a doggy stroller (and DH would probably die before allowing that to happen). He weighs 8 lbs and we do take him into stores if we need to....i.e. if the weather is like this and I need to both walk the dog and run to the pharmacy on the corner I really don't want to go up and down my apartment building twice so I'll scoop him under my arm and go into the store. I would never bring him somewhere that sold food (or a kids toy store).
However, IMO its better (especially in the winter) to bring a dog INTO a store for a quick errand then leave the dog tied up outside. I saw a small dog tied to a meter for 15 minutes in the freezing cold this weekend while the owner went into CVS. Its one thing to take your dog on a shopping expedition but I don't think its a big deal to bring a quiet, well-behaved dog into a store for a quick errand, and I definitely understand why people carry their dogs sometimes rather than have them walk.

My dog is "my child" to me but I would never put him in a stroller!
