How does a staffing company work? -- I have a few questions
Has anyone heard of http://filcro.com/---its a staffing company? Are they legit?
How does a staffing company work? After someone getting hired do they pay the person or does the company they placed you at pay you?
...and if you have any other information that I should know it would be greatly appreciated---thank you

I am not familiar with this company specifically, but I am familiar with legal staffing companies from when I used to practice law (many of my former law school classmates and colleagues went to work for them). And I used to get calls from lega recruiters all of the time when I practiced law, and I met with several of them and went on interviews through them. So most of what I am saying applies to legal recruiting/staffing - not sure if it's the same for all fields.
The company/employer pays the staffing company to find candidates for their open positions. The staffing company employes recruiters who meet with potential employees. After talking to a job seeker about what they are looking for in a company or position, they will send their resumes over to companies who have open positions that they believe are a good match for the job seeker. If the company hires the candidate who was found via the staffing agency, the company pays the agency. I know in legal recruiting, there was a lot of money to be made because the commission is a percentage of the annual salary of the person they placed. At a lot of big law firms (which were the ones who could afford to pay the legal staffing companies), the salaries were into the 6 figures, often $150K+.
Some staffing companies specialize in temp positions, some in more permanent positions, some in more high level placements, etc.
But in general, it is bigger, larger firms than can afford to pay a staffing company. So if someone is looking for a position at a smaller operation, a staffing company wouldn't be the way to go. Also, most staffing companies are selective about who they work with -- in the legal field, they were looking for grads of top law schools who had certain credentials, or who had existing employment at a certain type of firm.
