If leggings are not pants...
Then what are they?
I don't wear mine to work, except on the weekends. Some people wear them to work, with long sweaters or shirts.
I'm curious as to what they are considered.

I see people where I work wearing leggings usually with nice flats and a nice shirt. I would also wear them to work if I had a pair that fit me well.

I think they are pants, but IMO they are also too casual for my work setting (I work in a school).

I agree. I wear them as pants when I'm out running errands. I really don't care if people think I look trashy running into stop and shop or target.

This, esp in a business/corporate environment. Casual is okay. And I agree with you have a wear a longer/flowy/loose top to cover your bottom (I don't care how good your ass looks )

Exactly. It's all about the length of the top. Leggings are not pants, but they are appropriate with a top if it covers your butt. It's like tights. You wouldn't wear them with a short blouse, but you'd wear them with a sweater dress, KWIM?

Throw on a pair of uggs and a hoodie, and I am rocking the frumpy mom look on the weekends with this ensemble.

If leggings are not pants...
I put them basically in the same category as tights. I think it's gross when women wear them with a regular shirt. They are so tight, it looks ridiculous. And the vast majority of them are see-through at the butt, which no one seems to realize when they wear them.

Same for me. I've never considered them to be used as tights.

I think they are kinda in their own category. I feel like they can be worn with things you could go bare legged in making them tight-like but not quite tights since they are a bit thicker. I also feel like they can be worn with a tunic or long shirt that covers the ass making them pant-like but not quite pants since I, personally, think they look bad with shorter shirts.

I do have to raise an interesting point though- what about skinny pants/jeans?!?! Some of those I've seen of thin material. Very thin like leggings, but those are considered pants?!!?
I think it really depends! It depends on the outfit and the way it is put together!
