LIPA - balanced billing?
i opened up my neighboors bill on accident... and freaked out about what i saw thinking it was my bill...
please pay upon receipt 1,085.00
on the back side it says
usage to date 802. billed to date 1,050. balance in your favor 247. balanced billing for feb 210.
is this all normal or have they not been paying the bill??

Based on what you posted here, they haven't been paying their bill - clearly. They have a balance in their favor, having paid for more than they have used to date. The only way they could owe that much would be if they haven't been paying or had some sort of additional service / work on their bill.
I have balanced billing and it's great. Last year, b/w gas and electric, we exactly evened out. We had about $200 in our favor for electricity and $190 or so over for gas. They keep it pretty close. I'd be shocked that someone's difference at the end of the year would get that high (and that doesn't appear to be the case for what you posted).

We don't have balanced billing, but how can they owe over $1,000 but have a credit in their favor? Shouldn't the credit be used to reduce the amount owed?

the credit in their favor is soley based on what was billed vs. what was used. With balanced billing they don't reconcile the differences until the end of the 12 month period. Once they get to that point the credit will reduce the amount they owe.

How many cycles do you need before you can use balanced billing?
We just got our first bill, almost $400 for 2 months. How much longer until I can go balanced?
