I understand what you are saying BUT if he/she had stopped her - they may have thought that it was an exaggeration. This way, no one will ever allow her to watch their dogs OR children EVER and hopefully they can punish her in a way that she deserves.
I actually think that was the guys reason.. He saw it the week before and waited for her everyday after to catch her doing it again so he can prove it was this severe..

ITA, at least now there is proof of what she did and she will never walk another dog again.
