I work in a large medical office and they supply coffee, sugar,n sweet & low, milk (both whole & skim), tea, paper towels, tissues, cups, stirrers and/or spoons, forks, knives, plates
Alot for how big this place is & people here still complain! 
ETA: the tissues & TP certainly are not the soft stuff.

My office does but they also supply chips, drinks, snacks, lunch and ice cream so they probably aren't the norm.

I'm lucky that they supply toilet paper around here....

We all bring our own tissues in, we share them, but we buy our own. I don't expect it.
