UPDATE need opinions! wwyd if....
your neighbors had a crazy fing dog and all of this happened to you over the past few months (a few as in since we moved there in June):
1. everytime you walk in your driveway the dog runs at the window (the window in their house), nearly tears down the shades and barks uncontrollably until you leave.
2. you're in your own backyard having a bbq with your friends and one of them brought his 2 dogs. neither one is barking or anything and they're tied up in the middle of your yard when the neighbors dog runs THROUGH THEIR FENCE, lunges at the 2 dogs in your yard, biting and attacking them and in the middle of it all you get burned on the leg by a leash.
3. your front yard and whole street is flooded and your trying to get into your car without getting too wet. the neighbor opens the door, the dog runs out and jumps all over you getting your work clothes muddy and wet, causing you to have to go inside and change and miss your train.
3. your friend is in the front yard helping dh put a new window in your dining room when the little girl next door loses control of the dog. your friend goes to help her get it and the dog bites his arm and breaks the skin.
4. you're putting your garbage outside this morning with dh before he drives you to the train for work. yet again the neighbor opens the door, the dog runs out, jumping all over you and "biting" (not biting down hard enough to break skin but putting his teeth on your arm) you. all she does is yell "watch out, he's crazy!"
i'm tired of it but dh won't let me say anything bc we've only lived there for a few months and he doesn't want trouble! they're really nice people but obviously they cannot control their dog and now it's getting to the point where he's biting people!
UPDATE:
the guy next door came over to talk to dh about our renovations (he offered to help him) and dh sat outside with him for a little and had a few beers. he casually brought up the dog situation and the guy apologized for his crazy dog and said that our friend's dogs living in our house has made his dog a little more on edge lately our friend lives UPSTAIRS (our house had like a little makeshift apt thing upstairs and when our friend's house caught on fire we let him move in for a little... it's only been 3 weeks or so) on the opposite side of the house, his dogs don't bark, he takes them out the side door (again on the opposite side of the house) and they are never just out in our yard playing - if they're outside he's taking them for a walk which doesn't even involve passing their house. i'm just still so annoyed bc yea, he apologized, but he blamed it on his dog being crazy bc our friend's dogs are here. what happens when we get a dog of our own and we let him out in our yard? what happens when we get pregnant and the dog is jumping all over me in the driveway? what happens when we have a baby and the dog runs over while we're holding it? none of these things are going to happen for years but it's just so frustrating that i even have to worry about them!

Call the police or animal control. Both would have been called after said dog broke through my fence and attacked the dogs. But im not a big animal person and have zero patience with irresponsible pet owners.

ITA!!! Is your neighbor freaking serious?!?! On every one of those instances I would have lost it on my neighbor. What kind of dog is it? Why can't your neighbors control their dog?

I am seeing RED right now reading your post.
The moment that dog came into your yard, that was sign #1 that the police or animal control should be involved.
It has BIT someone for God's sake! What is your DH waiting to happen? For them to hit your jugular next time?
I don't care if you have been living in your neighborhood for 5 minutes...that dog is a DANGER. You need to take matters into your own hands. Call the town or someone about this animal. Perhaps they just think the dog is 'crazy' because no one has been brave or concerned enough to call any agencies about it.
Imagine if you had a small child visiting and the dog got out, would that animal mauling it's face be a good enough time for your DH to get involved?
Do not hesitate any longer, do something about this!

i have no idea what kind it is! it's like medium sized with white super curly hair and you can't even see it's eyes! it's not a poodle though...
i don't know why they can't control it! well, the little girl isn't strong enough to control it but they still let her take him outsdie and when he gets away she runs around saying "i'm gonna get in trouble! i'm gonna get in trouble!" dh feels bad saying anything bc we think she has autism or something (i'm not trying to be mean or smart or anything, we really think there is something off about her). but both times in the morning it's the mom who has opened the door and let him run out and she just yells the little girls name

I am a huge animal lover and this is unacceptable. You need to say something or you will just live in fear. I would be afraid to have a child living next to this dog and negligent neighbors.
I think you need to go over their and tell them that you have had it with their dog (he is aggressive/dangerous and a problem). Tell them that they need to contain their dog in their house or you will be calling animal control on them.

They can put the dog on anti-anxiety meds, they don't have to put him down. Maybe they are not aware of that.
The police/animal control will make things hostile between you for sure. I'm just not sure I would go that route first, although if things don't change you will have to.

Don't the owners know that their dog bites people? I'm assuming they've been told, no?
Police/animal control didn't make things hostile. Their lack of responsibiltiy as a pet owner has.

If they cant do those things THEN you call the police.
Give the neighbors a chance to make it right. Speak to them. Be honest and sincere. If they cant do anything, you call the police.

I think the NEIGHBORS made it hostile when they allowed their dog to repeatedly bite people, attack another dog, and run loose on other people's property. Clearly the neighbors know this happened, right? And they haven't done anything about it?
Clearly the neighbors don't care about the OP (or anyone's) safety, nor do they care enough about their dog to train and properly contain it.
I would have called the police after the dog attacked dogs in my yard - certainly after the dog bit someone and broke the skin. Then again, I'd have talked to them the first time I saw the dog loose on my property, biting at me or my guests, and/or jumping all over me on my property. I'm a HUGE animal lover, but I was brutally attacked by a neighbor's dog while walking home from high school. The dog was chained to a tree in the yard. It broke the chain, ran THROUGH a stockade fence, and shredded my leg. Prior to that, he was a barking nuisance, got out frequently and would mouth/bite at people, jump on people, etc. Then one day he snapped and took it out on me as I was walking by (nowhere near his yard or even looking at him).
I have NO patience for dangerous dogs and irresponsible dog owners. Owning animals is a huge responsibility, and I take offense when people don't care enough for their pets or others to properly handle and train their animals.
FWIW, the dog who attacked me stayed with its owners and was never put down... But the owners sure got a wake up call when the authorities got involved after I was hurt. So, it's not necessarily true that the dog will die or be taken away if you report it.
I would talk to your neighbors about all of this NOW, not wait for another incident. The next time anything happens, though, I wouldn't hesitate to call the police. I'd also probably tell my neighbors this when I talk to them.

I'm sure they do know. However, animal control/ the police will likely just give them a warning, then a fine, etc... They won't just come and take the dog.
I'm just thinking of the quickest/ friendliest way to remedy the situation.

all 4 of their kids were in their backyard with the dog when it came into our yard but the parents weren't out (i dunno if they were even home) so i don't think they ever found out... and only the little girl came to get him which clearly did nothing bc she can't control him! it was the little girl (AGAIN) that had the dog out when it bit my friend and i wasn't home at the time so i don't know if the mom was home or not. if i was home i would have been over at there house right then and there (i was at work and then didn't get home from class until 9 so it was too late to do anything about it that day). the mom is the one that has let the dog get out both times in the morning so she definitely knows about that but she just keeps saying "i'm sorry, he's crazy" uh yea, thanks. i know that!

I'm not suggesting they will take the dog. Heck, I was attacked, wound up in the hospital, and the authorities didn't take the dog away from the owner. Calling the authorities the next time a dangerous incident happens, though, will at least let these people know you are serious about this.
Just b/c it's not an enormous dog doesn't mean it can't be dangerous. The dog that attacked me was a mixed breed, medium sized. It did some serious damage and I have several permanent scars from him. I wouldn't wait for it to escalate to even more dangerous levels. I would talk to the neighbors NOW and called the police at the next incident without question.

Based on what you wrote, I feel it's your responsiblity to call.
We had a dog in our neighborhood that was vicious. Always chained & inevitably got out. We had a neighborhood phone chain of calls from other moms saying 'Storm is loose'.
I still remember my mom ushering us into the house on a regular basis.
One day we had friends visiting and the dog got out. He attacked our friend's son. Utimately he was ok after a visit to the hospital.
Don't let it get this far. Call. It's the right thing to do.

ok this is what i think we're going to do:
the first person we see (hopefully it's the dad bc i really don't see the mom doing ANYTHING about it) we're going to tell them that "we didn't want it to come to this but you really need to do something to control "dumbasss." he's getting loose a lot more lately and the other day when "sally" had him out he even bit our friend and drew blood. maybe she can't control him and shouldn't be walking him unless she's in the backyard, but it's not only when she has him out. i know that they are good family dogs and they're easy to train so perhaps he just needs some additional training and he'll be much easier for you guys to control."
