I permed my hair at 14 and dyed it at 15. Never permed it again, but have since had every color in the world. I would let my daughter dye her hair in HS if she wanted to.

i was suppose to wait to high school.. but in 7th grade my hair turned darker, I couldnt stand it, and in 8th grade a year early my mom let me dye it... I was dying it to keep it blond like I had had it.. not dying it jet black, or red to make a fashion statment

I was 15 when I first got highlights, so that is when I will let my daughter color her hair.

I dyed my hair red in 10th grade after Angela did on "My So Called Life." Then I went to purple. My best friend, a blonde, dyed hers jet-black. We were just experimenting, trying to look "different" (funny, how I tried to look "different" by copying Claire Danes!). My mom never had a problem with it; she figured that if it looked bad I could always fix it or it would grow out / fade. And if I liked it and she didn't? That's my choice, and what being a teenager is all about.
In terms of a teenager pushing boundaries and testing their parents' limits, I think hairdye is pretty low on the scale.
Younger than 13/14, though? For some reason I can't put my finger on, I feel differently about that. Almost as if that kid is too defiant too young.

I guess my strict parents have rubbed off on me because my first instinct was to say 18. But realistically I'd probably allow it in high school. I would probably discourage it though and try to encourage her to appreciate her natural beauty.

For Spanish Culture -at age 15, like sweetsixteen in America. I may however allow 2-3 streaks (thin) of low lights or highlights at age 13??? That's if she really wants it and deserves it.

I don't think a younger child should put chemicals in their hair before they HAVE TO.
