Re: what can I do about this? (neighbor problem)
Whatever happened to just talking to your neighbors. Why don't you go over there with your husband one evening. You can explain that you were upset and did not handle it appropriately but the fireworks are waking your babies up from blocks away. He probably would have been more receptive and might still be if you apologize for your behavior that night and just explain that you need your babies to sleep. We have all been there. No need to beat yourself up over what you did but I think talking to your neighbor is better than calling the cops. By the time they come out he will be done and cleaned up.

I know 100% that this was the house. Not surprised that people are thinking I'm in the wrong. And like someone mentioned no sense in saying what I shouldn't have done. I was asking what to do now. I was beyond mad. They upset my babies. Sue me for having a moment of irrational behavior. The bigger picture is this guy is disrupting the peace for MANY people by doing something ILLEGAL!
Don't take it out on me because I don't agree. I would call the cops and let them deal with it. And keep calling until they did. I'm not advocating anyone being a neighborhood vigilante simply for safety reasons.

what can I do about this? (neighbor problem)
I still don't understand how you know 100% if you weren't there, you drove over to where you assume they are coming from and asked someone you didnt know for information. There was no evidence and they guy denied having them....where is the 100% coming from? You are asking for advice on what to do - anything you should consider doing or being advised on would be based on HOW you know without a doubt 100% you are sure you would be accusing the right person. Nothing you have posted has said anything about how you know

At this point, I think you should leave well enough alone.. I'm sure there's alot of people in your neighborhood lighting off fireworks, and you did say this guy has your plate #, who knows what he might be capable of, especially since you dont even know for sure 100% if it was him. It's a week or so before the 4th, I'd leave it alone... I'm just saying...

I would 100% call the police. It's illegal and dangerous.

Whether the OP is 100% sure or not, the police will investigate and make the final determination

Re: what can I do about this? (neighbor problem)
Speaking from personal experience about calling the police about minor illegal activities.. they won't and can't do much. With all the cutbacks there are, I am just always told they don't have the manpower to check up on minor drug deals, kids drinking/smoking pot/ screaming in the park all ( and I do mean all hours of the night). Loud parties at 2 am, fireworks, vandalism, etc..
So I really doubt they are going to do a full fledged investigation. If they come when you call, they will talk to the person then. They are not going to arrest anyone or do a investigation about fireworks.
So if you hear it again, I would call.
Also, please don't beat yourself up. I get so angry at the situations on my block. It drives me nuts and I have been known to get a little crazy myself. Just be careful. This guy sounds a little off.
ETA: I don't know if that sounded snarky and/or angry at the cops. Please understand that I don't mean to imply that it is the police's fault. Budget cutbacks have led to the fact they simply cannot investigate these things. I am told that the units of community officers that were assigned to these crimes have been disbanded (at least in my area). We called 911 last night because kids were on the ROOF of the school in the rain running around. They never showed up. They just can't. I drove by the most blatant drug deal ever today on the side of my house and I just shrugged. They just don't come when we call. We got legislatures involved and went to community meetings. When they do come they just move them along. They don't have time to arrest, ticket or even really speak to these types of criminals.

If the cops aren't responding to noise complaints (& I agree with cutbacks they are understaffed), I'd contact the town & ask them what you are supposed to do about it.
if that doesn't work, I think opening up a dialog with the neighbor may be helpful. Swing by, apologize for going about it the wrong way & say that you are at your wit's end with no sleep & a baby because of the fireworks. You dont' want to call the police on him nor do you want to escalate the matter to the town but you do need sleep. Ask what he thinks is reasonable.

Re: what can I do about this? (neighbor problem) *update*
my father is a pyrotechnic freak and would shoot off fireworks every day of the year if he could. Its his hobby. So I understand why people want to shoot them not only the 4th.
he loves those stupid M-80s and sound bombs that could shatter windows. Its ridiculous. But to shoot those off random hours of the day is ridiculous. Even my dad doesnt do stupid stuff like that.
Sorry you have a neighbor thats such a douche...

I think those are great ideas. From what two people have told me they have tried the nice route with him already and he just screams and denies it happened even after people just witnessed it. You can also undeniably smell it. So I don't think I will have much luck with the same especially since I did what I did. I like the idea of calling the town. I wonder if I should wait until after the fourth. This has been going on for a year but I think they might not take this seriously right now seeing as its so close to the fourth.

I would wait until after the 4th because I think there is a lot of leeway.
We had someone setting off fireworks nightly for the past 2 weeks. Most are just the noise ones.
