I think it's definitely tacky to ask the kids to go and then not cover their meals. They are not adults and can't really "pay" for themselves.
I would go with $25 and send a small gift. I would call the parents though to clarify.
On a side note, maybe I'm living under a rock, but what restaurant (except for a fast food one) would serve a group of 13 year old girls dinner with no adult present, at least at table close by.
Uh any place? I was out at decent restaurants, obviously not 5 star ones, with my friends at that age. You're in high school at that age, not a kid.
You're NOT in high school at age 13!! I turned 13 in SEVENTH GRADE. There is a BIG difference between a JHS kid and a HS kid. My parents weren't strict but I certainly wasn't going out to dinner by myself with friends at 13 years old. That's ridiculous.
I really don't think it's that ridiculous for a group of teenage girls to go out by themselves. And most 13 year olds are in 8th grade, but anybody born up until December of this year would already be in 9th

I feel like at 13 it's not really a kids birthday party any more. Are the parents even going? At 13/14 I was going out to dinner with my friends by myself. I would probably send her with money and then do a small gift-maybe an Alex and ani bracelet?
This exactly!

IMO...7th, 8th or 9th grade they're still only 13. I just think that's pretty young to go to a restaurant alone and know how to handle themselves. But that's just me. At that age I was just going to fast food places.

I don't think it ridiculous either. After school dances we would go to the diner afterwards. The diner was packed with other kids. I stopped going to dances after 8th grade, but I would still go out to the diner with friends. We would order one thing of fries with mozzarella and gravy for 8 kids. The servers must have hated us...
When I worked at TGI Fridays, we would get teenagers as well. The parents would drop them off and pick them up.

Jesus the claws are out today!
I honestly see no issue with it and think it's a bit of an overreaction think 'OMG THIS IS RUDE AND OMG THIS IS SO TACKY WHO DOES THIS OMG'.
Parents don't care about their kids expensive and inappropriate trendy clothing but ask them to pay for a dinner out and all hell breaks loose? come on.

You must have started kindergarten at 3 turning 4 then! Seriously though, did you skip a grade? I was 13 but turned 14 two months after starting 9th.

The girls are in 8th grade. The mother will be there.
I suppose i could ask for the parents phone # but i live in Queens and its a little different than how i grew up on LI. I am not crazy about it but there is a lot leas contact between parents.
DD doesnt want to miss it she said she would rather spend more on a gift than on her own meal which i think is nice of her so she will order something reasonably priced.
I looked up the menu and meals are $15-25 plus tax and tip.

No, they aren't. I was born in March, I was on the older side for my grade. I turned 13 in 7th, not 8th and not even close to 9th. A group of 7th graders going out for a hibachi dinner is comical to me. Too young. For my 13th birthday my parents let me had a sleepover.

No way a 13 year old is in HS no matter what month they were born, unless they skipped a grade or something like that.

It's totally possible without skipping a grade.
The cut off on Long Island is usually December 1st or thereabouts.
Anyone with a fall birthday would start 9th grade at 13.
Several of my friends and I all started HS at 13.
Redshirting didn't really exist back then so maybe it's slightly less common for fall birthdays to start K at 4 years old today, but I'm sure it still happens often as the cutoff hasn't changed.

This seems to getting lost in the 8th -9th grade debate. Glad to see the mother will be there. I think that would've been my biggest issue. I would still reach out to the mom. I just think it's important to be connected/communicate somehow. I was always surprised how many kids would just get dropped off at my house without a parent actually talking to me 1st.
For what it's worth, I think spending $25+ for dinner plus a gift for a 13 yr is very generous. And I think it's asking a lot of some parents.

Re: WWYD
Age aside, the parents should be paying for the meal. I would be put off if my DD was invited to something considered to be a "birthday dinner" but then was required to pay for her own meal. If the parents of the birthday girl can't afford to take all of the girls out then they should just have the girls to their house for cake. You don't invite a bunch of KIDS to a birthday dinner and ask them to pay.

I turned 14 a week before I started 9th grade, and never skipped a grade.
But, the cutoff is in December-so you have kids who turn 14 in December of 9th grade, and kids in 9th grade who will turn 15 a week later just because of the cutoff.
Different strokes for different folks though. Stuff like this was super common when I was younger, because once middle school hits I really wouldn't consider these to be kids parties anymore.

1, but even if I hadn't I still would've been 13 when I started 9th grade because I have a late birthday.
Like some have posted, I've never seen a group of 13 or 14 year olds at a restaurant without an adult. Doesn't mean it doesn't happen just that I've never seen it. Maybe I have and I just don't pay attention which is likely lol. I'd find it odd if I saw a table of 13 year olds at a hibachi place. I can see a group of 13 year olds getting very loud and annoying other patrons and management. When I was in HS the most we would do is a fast food place. None of us had the money to be ordering sushi lol. OP if your DD really wants to go I wouldn't have her decline. Hibachi places can get expensive but if cost is a concern she can order from the lower end of the menu. I'd still bring a gift, even if it's a small token.

Keep in mind that bday dinners usually get split evenly. Wonder if the girls have to treat bday girl.
At least they won't be paying for alcohol!

I would find out if the parents are paying. Hibachi is expensive. If they aren't I would send a small gift like a manicure gc. I wouldn't give a $25 gift and pay $30 for your child's meal.

I was in HS at 13. I turned 14 in November of 9th grade.
And I think one of two things happened:
1. There was a miscommunication and the parents are paying
2. The parents aren't going and the girl asked people out to dinner.
And yes, I was in restaurants with my friends in 9th grade, at 13.
