Excema - what do you use?

Excema - what do you use?
I feel like every winter I end up with these scale-like patches of little raised bumps on my arms. I don't have it anywhere else.
I'm almost certain it's excema.
What can I buy over the counter?
or does it pay to go to the derm?

Cortisone makes an Excema cream. It's so moisturizing. I love that stuff.

I use a prescription based hylatopic cream plus a prescription steroid for specific breakouts. I also don't use any scented soap, detergent, etc. I shower with Dove sensitive skin and use cetaphil hand soap

this!!
and also i have this thing called epi-ceram for some really bad excema on my hands where nothing else would work
