i agree with your DH!
lets forget that she i supposed to quarantine here for 2 weeks because of the order.
she is gong to quarantine at home for 2 weeks which i assume that means she is not going to see anyone get tested before she comes what else could you possibly want before you saw someone?
do you not go out and do anything? Not trying to be snarky but if you do its much less risky seeing her than you going anywhere else. you could literally catch it doing anything if someone around you has it.
as far as quarantining i get she should follow the rules. Not sure why anyone would say quarantining there doesn't matter what because she traveled on the plane where everyone is required to wear masks? again i would propose the same question she is not more risk than anyone that goes out and does ANYTHING.
as far as being able to travel back home before 2 weeks I havent read NYS quarantine order in full but I would assume its like FL either 2 weeks or if the length of your stay is shorter meaning. if you are only staying here a week you can stay at the one spot all week then leave to go back home .

Quarantining in CA is not helpful. She would have to quarantine here after she gets here. There is very high risk taking a flight right now, especially from a high risk area. We are now seeing new active COVID patients flying in from others places to NY because they “are sick and need family to help take care of them”. I kid you not, its driving me insane. If she is insisting on coming she needs to quarantine after she gets here. Please out of respect for those of us doing our darnedest to contain this thing.
This! My neighbor works at a hospital local to me and says many of the new cases in my area are people who are coming back from out of state vacations.

she's not quarantining here for 2 weeks. flying in, staying for a week and flying home. I asked her if she can even fly home and she said they don't care but idk how she knows that lol. She's staying in a family member's home, no hotel. We told her we'd get together outdoors somewhere with masks
I’d be comfortable with this too. Although to be on the safer side I’d try to wait until later in the week to see her to give it more time for symptoms to potentially develop. (At which point you would stay away completely)
