How old to ride in seat on back of bike?

How old to ride in seat on back of bike?
DH's friend gave him a seat for the back of his bike. DS will be 18 months at the end of June.
Is that still too young? He is around 27 lbs. I know he would need a helmet.
Any recs of places to go for that as well?
I am super nervous about this.

12 mos we started.
never even close to an accident.
i had gotten him a nice helmet at a bike shop.
I can't wait for #2 to be able to go with us

DD was 15 months when she was 1st on the back. We got her a helmet as well.
