Just go to the police. Don't let DH go over to the house. Let the cops handle everything.
They way you described him, sounds like he may be impersonating a cop!
People are sick and I am so sorry this happened to you!
I agree with Dawn. The guy is wearing a badge. Why?
I would go to the cops. It might not be the first time this guy is doing it. The cops will tell you that you really should report this and not handle it yourself (DH). If he is a retired cop (true or not!) he might very well feel that he should enforce "his own little Law" there and has a gun.
He is a lunatic. He almost ran you over backing out of his driveway, follows you around before he feels YOU were driving too fast. So goes on to follow you (never mind that HE was backing out into your car!!). Obviously he cannot think rationaly. Gets out of his car to badger you. Shows up a badge, claims he is a retired cop. What is this? Dirty Harry and the retirement age. He has no right to do that. Retired cop or not. Again, if anything would happen, you need to report this guy.

Maybe there is nothing they can do now but if anything would happen, there were made aware of it.

Ehhh - they didn't even take my name, his license plate number - nothing. It was probably a big old waste that I called.
I'm over it now, did what I could - thanks to everyone for listening and their advice.
