Update
I watched more and it didn't change
He also throw DS. He smacked both of them pretty hard. Constantly yelling at them
they werent even bad. which makes it worse. they were actually good the entire day.
i told DH. he was more upset i didnt tell him i was taping.
he agrees with me.
Can you show this to the police???? You can press charges!!!!!

Your mommy's instinct was amazing here. your kiddies are blessed to have you as their mommy.
You should scare the crap out of him and tell him the police have the tape (if you show him the tape, tell him that's just a copy, and actually you should make a copy just incase).

Honestly, if he didn't play with them, that would be one thing.
He was physically, verbally, and emotionally abusive to a 1 and 2 year old!!!!!!!!

it really is so heartbreaking.
he watched them about 20 times prior to this by himself since this summer. god only knows what has happened.
i asked my 2 day a week babysitter if she wanted more days although i dont think she can because of school.
dh isnt saying much. i can tell he is really bothered by it.
i dont know how we are going to confront BIL

As you said, it's so sad that you can't even trust a family member.
I would cut ties with him all together. You don't need a live wire like that around your precious little ones! God, he even hit them! I'm so sorry that you have to see that but sooooo glad that you know now and can change the situation before something even more terrible might have happened.

I would also be so upset and angry. How irresponsible of him! I hope that you can leave your children with someone else more reliable and I would definitely scream at my BIL (but thats just me..)

The most important thing is that your children are now safe, because there is no way you will leave your children with your BIL ever again. They can be mad at you until forever, it's so insignificant in comparison.

This is tricky, because it is family and close family, at that. I think that in this situation, personally, I would just tell him that he can't come to babysit anymore. period. that's it. I wouldn't explain myself or anything. Let him figure it out.
